The replacement cost valuation is what it would cost to rebuild the building to what it is now with new material, cost to clean up the debris after a fire for example, etc (ACV vs Replacement Cost are very different amounts). 

I’d imagine a rip down to studs and complete rebuild is in order.

Usually get stuff from the rebuilding center because in Portland you don't demolish house you have to take them apart and reuse the parts. 

Lastly, your umbrella policy will not help rebuild the duplex if there is property damage, so I would suggest getting insurance on the property incase there is for example a fire and the duplex is destroyed.  

Another thing to understand is that insurance payouts and rebuilding typically take a long time.

I suspect the government wants to rebuild from past hurricanes, but I've heard local governments make it rather difficult for outside investment (based off glamping friends at a recent conference I attended). 

If the property burns down or a hurricane crushes it, you lose your duplex and you rebuild as a SFR with an ADU because the new zoning status is SFH.
