When an a party enters into a contract by deception, as when an investor entices a seller to sign a cash sale agreement, and the investor has no intent or ability to perform on said cash contract (and does not disclose to seller that investor ONLY intends to assign the contract), that's a classic case of fraud.

We have over a dozen wholesalers feeding us at any one point in time bottom line is if they send me something that doesn't fit my criteria they are removed, as that is the classic sign of "throwing **** against the wall" as the saying goes.

As far as "minimal investment returns", that is relative to the exit strategy on a NPL so what does not work from the "intensive analysis by highly trained MBAs", may work for the individual small balance investor who knows how to repurpose an asset for profit.
