Ironically most to my deals to this point have been no money down either owner financed or a hundred percent financed through Community Development grants combined with traditional loans. 

Older cast iron deteriorates eventually and may have a crack or be corroded enough that it is failing.

I @Ron S. is correct, authorized 3rd party is the correct term.  

Ironically, I don't really see an real actual new solution in your last reply unless "go call the cops" was your solution - which we've already notified neighbors to do.

Rather ironic that many of these issues can also be applied to any lender, including funds being the subject of this post, another reason I wouldn't drill to deep into risk assessments by the public or borrowers, it's like looking in a mirror.
