My tenants drug the process out much longer than it needed to be by calling the county and harassing the restoration crew almost daily. 

At what point does it become harassment? 

Had that once so we called the cops showed them the texting & he was arrested for harassment & threatening.

I have a consistently painful tenant who complains constantly, harasses, yells, curses and is under the impression that all requests he makes are emergencies.

Again, I did not mean to offend, harass or insult you, merely offer an opposing opinion/view.

oh you will care once you get harassed by local thugs when you go out there or have your tools stolen from your truck .. or worse .

In my state this usually closes the estate and keeps other debtors from harassing them for payment.

The situation has already escalated with the other resident.Sure, someone could set up a dash cam, park their car in front of the property and monitor said entrance, but I don't see how this is any different than any other kind of "tenant on tenant" harassment. 

@Sam Leon I had a landlord just like you and I have to say that you guys are a nightmare.Mine used to send me email about having guests over to my house and etc, everytime I had a guest he would ask when is he leaving, its super annoying and harassing, you need to take a chill pill and stop.

The tenant has continued to pay rent to the court but he is also harassing the other tenants in the duplex, he records every interaction at the property and is becoming  a safety concern for all involved.
