From an outsider looking in and a beginner can some break down these calculations and what exactly your looking for to make a determination if this is a good investment or not? 

I am exactly the same way with my business and what I tell people.

Custodians do exactly the same thing but with the added regulatory and financial scrutiny noted above.

Once they complete the 1031 exchange, they could rent this property out at whatever price they can get in its current condition.

Heck I bought a “four plex” where there was an “owner’s storage area” exactly the same size as the other 4 units. :-). .  

The VCCO might not give you information outside of how much the tenant should be getting for rent payments, which is why filing for eviction is a good step. the VCCO will be notified and they may come to you, and you can get some answers that way.Another thing about filing is that the court can enforce a payment plan and a condition of the payment plan could be that you receive your payments directly and that rent is taken out of the tenant's compensation package before the rest of it is given to them.

Seller says estimated cost of roof replacement is $34,500, mold and drywall remediation $8,700 and kitchen and baths are in original condition.

I would buy it also for roughly the same price (it will be in good condition but may require some small fixes for a tenant), but it's bigger and has an extra bedroom so it will rent for $1400.I could have also ran this model by assuming that I would get the same type of property as the turnkey, but for $125k and would rent for $1200 as the turnkey would.
