I would definitely contact a local civil engineer or environmental engineering firm. 

The tenant is concerned about their child's health.My property manager suggested allowing the tenant to break the lease without penalty or offering whatever they request at this moment to avoid potential litigation.

Hello All, I am not sure if there is a rule of thumb to how much a design should cost but I received an estimate of $23K for Civil engineering work (site plan, storm drainage plan, site grading, soil erosion & utility plan), $25k for  Architectural and structural and $11K for MEP for 12 units townhouse (2 bed and 2.5 bath) on a slab. 

And many are the ones you are reading about in the news (or soon will) as they lose properties to foreclosure and wind their way through civil (and occasionally criminal) court.  

I would double check I suspect HOA liens get removed as well since they are junior to the tax .. over the years we bought literally hundreds if not more than a thousand parcels in CA at tax sale and never once had a lien survive.. the only bummer was we got one over turned when the county missed the statutory publishing date  ( 21 days) by one day and the owner who lost the property brought a civil suit and the judge reversed it.. the entire sale that year could have been reversed over 250 properties but each and every own would have had to bring a civil suit.. then after one year there is NO ability to reverse the sale. and of course we got our money back.. but spent money on attorney. 

I’m still wading through litigation on the purchase since the passing of the original seller but will hopefully have an answer at the end of this month

Accordingly, all current regulations remain in place pending future litigation.
