I had a tenant that we end up evicting in June this year and it turns out a simple court search of the tenant by myself reveals that the tenant had past eviction, collection, and judgment that got to the point of creditors and landlord had to file legal proceddings in court. 

Makes no sense for a utility district to have mysterious charges that aren't revealed until you have already purchased a property. 

And if they fake it both of those places a photo ID check ought to reveal that, right?

Running a credit report would reveal their current address.

Inspection revealed no issues with the home.

Anyone I talk to whether they say it up from or they later reveal it to me, they have tremendous issues w/turnover, property damage, and cotenant conflict.

It seems like there are more and more con artists out there who are really good at getting you to like them - but if you do a credit check, the nightmare reveals itself.So, basically, the only thing I think you should change is adding credit checks to your screening system.  

Everyone in that show got an inspection and it didn't reveal the myriad of problems. 

The eventuality of this pitch was, of course, not revealed prior to signing up for the original program.
