Steve, I'm happy to say, my friend spoke with the plan administrator 20 minutes after I told him about our discussion and found he can pull it out with a few stipulations.

As is stated above, the contract stipulates when possession is transferred.

As someone else said, the more you stipulate, the more you open yourself to liability.

You'll want to check with the agency if there are any caps or conditions they stipulate such as max rent that will be paid, utilities that must be included in the rent or other conditions.
