The great thing about Palo Alto etc. is a high concentration of very high paying jobs and smart people and a lot of NIMBY anti development activism.

For a salesperson to maximize sales, and hence income in a work week (whether that be 20, 40, 50, or 60 hours) they MUST be concentrating on selling, or presenting to the most qualified, motivated, and likely buyers.

I would leave the 2 tenants for now paying the $630, as it sounds much closer to market rent and concentrate on getting the way under market tenants up some, or out and make the necessary repairs to push them to market rent.  

As far as birds burning up, that has happened in a few isolated incidents with concentrated solar farms in the Mojave desert, which is a completely different technology than rooftop solar.

Could you lend them the $100,000 in your Roth IRA at 18% and then loan the $100,000 in your regular checking account at 2%, thus concentrating the capital gains in the account where they are not taxed.
