You can drive by and observe, plus you can stop and ask the neighbors about the dog (although there is no guarantee that any neighbor will be honest about that).

As long as your drug usage conclusion is based on observations other than a protected class, i.e. its not because you assume they are drug users because they are young and black, but instead smelled drugs and observed erratic and irregular behavior, you are fine.
