When there is no competition among agents, they are free to manipulate both sides to have a more favorable outcome for themselves.

It's a bit steep in Scottsdale & Tempe but Phoenix, Mesa, Glendale, Gilbert, Peoria, Chandler all have good areas for investing especially compared to Los Angeles and California in general.

While you're not going to see the same appreciation as Scottsdale, Gilbert, or Tempe, Surprise and other west side communities are drawing lots of jobs and more people as well.
