That sounds like a great cadence, but just to be clear you send them a letter an initial personalized letter with handwritten envelope the first week and then just a generic follow up letter two weeks later followed by a phone call?

@Kalman G Szabo  The county may send a generic notice to the state, However, and this comes from personal experience, the state will deny that the notice was proper because it went to x within the state and should have gone to y within the state.

A generic letter will get a certain percentage of response still but to push those numbers up you have to work harder and get more precise.

You'll have more fun and will probably get more real information than the generic verbiage these programs sell.
