That's my opinion on irresponsibility, knowingly inducing someone to take a harmful coarse of action.Obviously your opinion is contrary.

Many fear "Oh they will move out on a whim", but my experience was rent stability induce tenant continuance into the years.Carefully analyze your rents vs FMR in the neighborhood before arbitrarily raising rents. 

Maybe a threat of criminal prosecution would induce the owner to reimburse the association.Maybe you need no debit card and a bank account requiring two signatures on checks.

IE assign or not close with your own money then take the above into consideration to come to a price that will induce a builder.Not sure if the spec market there is even a reality... if its not then lots can take years to sell as you need to find that needle in a haystack owner builder .. who just fell in love with that location and wants to build there..

As an LL, we can only try to induce the tenants to use the method we would prefer.
