Also, a solution I've thought of would be to purchase in Garden Grove, just on the border of Anaheim.

Check with the city/county - many are offering owners a sort of rebate for replacing the area that is currently lawn (or lawn overriden with weeds) with drought tolerant succulents and other xeric flora.If they don't offer any sort of rebate at all for doing it, I would still think GREEN:how does this property contribute to the neighborhood, is it easy on the eyes? 

The current owners have a garden growing on the easement and it looks as if it's their own property.  

(Yes, even if there isn't an outside hydrant, people will run a garden hose out the window... maybe to the hookup for the coin-op washer.) 

@Daniel Fierros Everything that @Patrick Desjardins said plus:Legitimate Occupant or Squatter doing substantial damage (I've bought burn-outs from this)Governmental agency condemning the property and tearing it down (happened to a note investor within the last 6 months or so and he learned about it when I couldn't find the house he wanted to sell - the land was now a community garden)Note and/or mortgage improperly or illegally written or originated or not properly executed. 

If it's "in town, I assume it's not 250 acres, but I bought 40 inside the city limits.If it's residential and there is no dwelling on the lot and there are no specific restrictions (like with an HOA) concerning what you can plant and can't, a garden would be fine I'm sure.

Have a rooftop garden to encourage them to grow their own food and be more self reliant?
