Also, a solution I've thought of would be to purchase in Garden Grove, just on the border of Anaheim.

The current owners have a garden growing on the easement and it looks as if it's their own property.  

(Yes, even if there isn't an outside hydrant, people will run a garden hose out the window... maybe to the hookup for the coin-op washer.)

If it's "in town, I assume it's not 250 acres, but I bought 40 inside the city limits.If it's residential and there is no dwelling on the lot and there are no specific restrictions (like with an HOA) concerning what you can plant and can't, a garden would be fine I'm sure.

Have a rooftop garden to encourage them to grow their own food and be more self reliant?

Union Park Gardens is also a nicer pocket neighborhood. 

For a rental, you want to include mortgage, insurance, property taxes, utilities, sewer, water, garbage, HOA fees, gardening, etc.
