I try to get new teachers when they come into town as they get good pay and have basically been pre vetted by the school district. 

Maybe in the smaller communities like Lead Hill and Diamond City where you have people commuting from all over, for example teachers that are driving from Harrison, and the numbers don't make sense based on statistics and population you take a different approach?
