I have talked to her and she is willing to go up in rent once she finds a job since her husband is disabled and she is currently unemployed.

@Delon Hall,We have it disabled right now but will hopefully have it turned back on in the near future.

The taxes on my place are frozen under Tx law due to age and disability and I'm concerned that if I purchase an adjacent plot then the taxes will be reassessed to current market value and then re-frozen. 

And my health going down is a step away from being unable to work and there's no "disability" for my condition whatsoever. 

They are prescribed an ESA for a mental/psychological disability.

So she is getting disability and he is getting income for being her caretaker and doesn't otherwise work?  

The problem was she was disabled but didn't get a check and since there's strict laws about evicting persons with disabilities, not considering the fact that shes old, blind and penny less, I was in a mess!!

Usually a trust has several beneficiaries and the trustee manages what ever is in the trust for those beneficiaries, the trust could have additional properties, or investment accounts and may have been started well before the owner became disabled or died. 

Where a tenant is evicted for owner occupancy after December 18, 1998, that unit is designated as the owner's unit for purposes of subsequent owner-occupancy evictions, unless the owner's disability or other similar hardship prevents occupancy of that unit."
