I believe they may both be breaking a material clause of the existing lease by having pets, which the existing leash states they cannot have.

Pets must be on leash and in their control at all times. 

You can require that the animal be leashed or carried in common areas, especially stairways, elevators, fitness rooms, etc.

Go slow but sturdy would be my two cents.

You can also require the animal to be on a leash or in a carrier in common areas, unless that inhibits the task or service the animal provides; handlers must clean up after the animal on the property; no offensive odors can emanate from the residence.
