The issue is battling a jurisdiction on this would be tough and costly.

Nope....And I would unquestionably want hard core documentation of the actual theft and investigation.... this smells of complete BS, so I would want a TON of evidence that its not before I would consider any change in normal protocol. 

Pick your battles selectively as you do not want them to make your life difficult.  

The water looks and smells absolutely disgusting, even if you mop several times a week, but that's how you know what's actually on your floors.

I do not feel as though the pet fee they paid means they don't have to keep floors clean, I needed to pay a professional carpet cleaner to try to remove the dog smell.

The part that she is renting smells like weeds as a result.

(BTW, I have a hypothesis that because it smells so bad and is full of VOCs, original formula MH Ready Patch is repellent to boring and wood-eating insects, but that's just my wild guess).

The only place we are having issues is one of the bathrooms where we are not able to get rid of the smell.

However, the smell of smoke is starting to disturb my other great tenants, so I would like to accelerate their leaving as much as possible.
