If you have a tenant driving you insane, being unreasonable, crazy turnover, etc, that's a management issue, not a tenant issue.

Collecting late rent involves extra effort for the PM, including sending / posting of notices, etc... so it is not unreasonable for the PM to keep this fee, or at least 1/2.

.$90 is not an unreasonable offer, unless the place is going in a bidding war in the first week.And at the end of the day your agent works for you.
