Buy raw land near HQ2?

Hey guys, so I'm looking at a property, 4 family, that's been on the market for over a year. raw numbers look good, and its fully rented out.

I have no experience with development of raw land, and this will be my first real estate purchase.I know septic system varies a lot, which is why I'd like to know if anyone has experience with this in or near Joshua Tree, CA.

(Cleveland, Cincinnati, and Akron are littered with negative population growth) With regards to your fear about the volume of rentals in the Columbus area, I would consider it as a percent of population verses a raw number.
