Yes, in the midwest and cities where there is ample room to keep expanding, the 2% rule could be alive and well, but when you live in a densely-populated area where there are thousands and thousands of people who want to move in and little room / regulation for new construction, you'll see 2% go out the window.Even during the recession, while the rest of the country nose-dived, most of these areas remained fairly strong.
