It would seem that most of the personal effect which drives open rates would be retained because it is still "handwritten" on the envelop and the body itself is "handwritten" (printed font or real).

I'd also suggest you call that office to find out their filing requirements, they can be very specific, type size, font, margin requirements and space for recording stamps, otherwise they may reject the filing request.

Either by downloading a custom font that looks like handwriting or by writing out a letter and copying it on lined yellow paper with a color printer/copier (this is what I do).
