I think it would look good with a fiber cement shingle or certainteed fake slate in a charcoal grey for the roofing material maintaining the angle of the roof and then doing horizontal siding over the garage roof area.

They even have reservations cemented in for some peak periods over the next 2 years.  

If the adjustment state cement siding, put cement siding.

I was concerned about the freezing temp in Philadelphia area and how it will affect the settling of the cement.

They just drain the tank and fill it with a type of cement slurry.If oil is the current energy source though you'll also have to factor in a new energy system, furnace, etc... 

After the HOA hired a construction team to investigate they saw that it has been going on for some time and has been entering underneath the hardwood floor over the cement(subflooring).

Will 1/4" cement board (or 1/2") plus tile thickness cause an issue with stair heights?
