If you have the sellers, the buyers will start reaching out - it likely wont work for some of them and then you can ask what they are looking for and build relationships that way.

"Inflation expectations" is a purely rational and logical way to look at it, but let's consider that bond market buyers/sellers aren't 100% comprised of Vulcans, and that there are highly emotional and irrational individuals among them, as well. 

funds only go into interpleader after months of sitting in escrow. the court just does not hand the money to the seller either.. if not agreed upon the funds go to the state etc.

My gut say's it's other motives. 

I'm also unsure how it would free up more housing/help because those incentivized sellers would likely be purchasing another home to live in.
