Would renting to someone who has a paper trail of their criminal and credit behavior for their entire adult life (e.g.

Send them a notice to start with and see if that improves their behavior. 

If this behavior happens again, non-renew the resident at the end of their lease.

We used to do this and even send xmas gifts -- but, found it rarely made a difference with tenant behavior.

Their behavior with you will never be better than it is before you sign the contract. 

I also have a home in the Phoenix area that most recently had a behavioral home has a tenant.
