In a way my real concern is with the cities, who haven't sued airBNB yet or compelled them to do what they need to do.. my list of issues with airBNB is long.Also, correction... don't view transparency demands by city as monitoring peoples activities... its not like the request by the cities is to plant a camera in your room to figure whats going on during the stay; although, come to think of it, a camera of some sort on property might be necessary :)If you have ever been to a hotel, you are probably aware of cameras on site; it both deters crime and helps with investigations when some of the serious crimes do occur (as they have on airBNB); so its not totally irrational if they asked for it but that isnt particularly the issue here.AirBNB is a haven for all sorts of criminal activities, if they should fail to meet transparency demands they should be legally compelled to do so by the cities -- sued.

Bring it to the tenants attention, suggest perhaps installing a camera so the tenant can prove he's not doing anything wrong and suggest to the neighbor if the tenant is stepping over the line he should take the appropriate actions.
