@Derrick Burtle, Putting $60K with all cash offer is not a low-ball offer, but if it's a seller market, your chance to get the property is slim. 

But no matter what sort of due diligence you do , the probability of that happening is pretty slim . so whats your plan B - get that ready

IN addition if your not familiar with how Sherrifs sales are run in Oregon these days and how to acquire the rights of redemention prior to bidding you best get schooled up on that.Not saying you cant buy a foreclosure because for sure you can.. however profit margins are slim in these markets generally speaking .. so if putting out 6 figures to make 10 to 20k works and since your living in your RV your overhead is pretty low :) and if you have to do one at a time I think your going to be hard pressed to make much money given the risk and the time.. but then again what some thinks is acceptable risk and reward others would not touch.Pendleton TRI cities  even Walla Walla might afford you better opps...

Unless it's a seller financed note, the odds that you'll track down the note holder and buy it from them (ie bank, servicer, institutional investor) is slim to none.I strongly suggest saving your energy and moving on to the next one.Note investing works terrific but you usually pick from what's offered and not pick a house then buy the note.

Also, the rental market there is very slim, and I know the demand is there for reasonable rental properties.

If the account is in the US, there is some slim chance to get the money back, assuming they haven't already shipped the money off shore (unlikely).BTW interstate/wire fraud should be a federal offenceSome people say absolutely NO up-front payments for lenders, but in my experience hard money lenders do charge a small fee up front (a couple hundred ~ a thousand bucks... not 15k+)..

@Karl Hinkel It's ironic that you represent multifamily buyers from Ohio who are looking to venture into this market when majority of the investors here are looking to the Midwest and places like Ohio since deals are slim in this area.

I am not saying don't buy a MF, I am saying your odds of finding a good deal on one are very slim for the foreseeable future.  

Here is the slim & Quick - -I am teacher, base salary 60K, (i referee multiple sports for extra cash)-Feb 22 of last year I bought a duplex - my first property - 165k, 2 2bdr apts. 

Usually I do an open house in summers but it's slim pickings and waiting for enough people to justify an open house is not feasible, it would take a month and they would find another place by then.The one room mate asked about an open house and I explained this to him.Now the other room mate (there are four of them) called me after I gave notice that there would be a tour tonight at 6 PM (2 days in advance) that he doesn't want me there, it's valentines day, etc.
