I have spoken with a few people from the city about it and have been informed that this will take me into commercial structural code, that would require a fire suppression system and an architect to draw up the plans to make sure all codes are met.

I still think Clayton is taking a big risk trying to squash this - the Streisand Effect suggests that an attempt to suppress embarrassing or damaging information will just draw more attention to it.
