They fill it above the frost line, but below the grow line (about 1-2 feet to grade), then cover the stone with landscape fabric, and finally fill that last bit with dirt, just enough to grow some grass or flowers.What you need to do on each house all depends on the type of problems and the severity of the problems.

This will prevent most movement.the use of a mesh or fabric tape applied with thinset in all seams ESPECIALLY the inside corners is the next step.

If I were you, I would replace any fabric, ie. carpet, I would pay a cleaning company a couple hundred buck to do a deep clean, change any HVAC filters, then I would go to Home Depot and buy an odor bomb or two.
