Your letter might get "accidentally" brushed into the garbage can in 10 seconds flat depending on the mood of the person who reads it.You'll catch more flies with honey than vinegar...I would be neutral, calm, and objective -- state the facts only and use "please" a lot.

If you just went there and took it and they called the cops you might be in some hot water depending on state law and the mood the cop is in but most likely the cops will just tell them it is a civil matter and do nothing.

IF that was used for growing, then you buy it, and grow ... and where the cops & DA in the mood, they could put you in the unenviable spot of proving that you were NOT the former grower.If you call, mention that it might have been, etc., at least you've done something.
