A plumber can go in with a camera and make sure the plumbing is ok and an electrician can make sure the wires are connected properly.

It's basically a network of cameras that would work like video door bell for the tenant, but at the same time collect data for landlord as to how many people are living in each unit, any break-in attempts, any issues with common area etc., 

I have a decent scanner app (uses camera to snap pic of docs) and it's awesome for bank papers, contracts, etc.

Ricoh Theta cameras are pretty reasonable.  

In a way my real concern is with the cities, who haven't sued airBNB yet or compelled them to do what they need to do.. my list of issues with airBNB is long.Also, correction... don't view transparency demands by city as monitoring peoples activities... its not like the request by the cities is to plant a camera in your room to figure whats going on during the stay; although, come to think of it, a camera of some sort on property might be necessary :)If you have ever been to a hotel, you are probably aware of cameras on site; it both deters crime and helps with investigations when some of the serious crimes do occur (as they have on airBNB); so its not totally irrational if they asked for it but that isnt particularly the issue here.AirBNB is a haven for all sorts of criminal activities, if they should fail to meet transparency demands they should be legally compelled to do so by the cities -- sued.

Then mounted a wireless security camera system I got cheap on Craigslist around the building facing the spigots .

Bring it to the tenants attention, suggest perhaps installing a camera so the tenant can prove he's not doing anything wrong and suggest to the neighbor if the tenant is stepping over the line he should take the appropriate actions.

All-in-all, we did about 35 hours of shooting over 4 days (it was over 100 degrees during shooting, so we had to buy multiple days of the same outfits for continuity) and when the cameras left, we realized that we had created MORE rehab work during those 4 days.
