I think the loss is about 8 pounds per foot you go up.

There could not be a clearer link between a liberal Supreme Court justice's line of thinking and eugenics than if she said, "we need to legislate means to abort undesirable portions of the populace since legally we can't sterilize them anymore".

I saw a lot of developers in 2007 get pounded trying to make the huge scores when the development cycle changed on them.

Being close to that would be undesirable to me but it's definitely not what I would consider to be a "bad area".You should be careful with tax liens as there is a rather large amount of federal land in the county and it's not uncommon to have tracts of land that have no legal access. 

The price per pound was great, but expenses are high and rents are very low in the area, thus the thin yields.

Perhaps popcorn texture is common/popular in your area, but in many areas, it's actually considered out-of-date and undesirable, and you may be adding some value by getting rid of it and repainting the ceiling.Just a thought...like I said, I don't know your area, so I could be way off base...
