I realize that it is a house-by-house basis, however if he has "prior and current dealings of similar property" then he could very well be classified as a dealer.

The areas just outside Decatur city are more mixed (and since this is my neighborhood and my comfort level, I have a hard time figuring out how other people classify) but Kirkwood, East Lake, etc are all pretty good bets if you can afford to buy.
