They may only review architectural and other change requests at their monthly meetings, in which case, you will have to be prepared to carry the property for a month or three while you wait for the next meeting and they debate whether or not to let you do what you want, and the terms they will require, before you can even start.

Hill topo to level can be really expensive.Do you have contingency fee,architecture,engineering,legal,closing points,construction interest,broker fees,developer fees,etc. ??

Do you have your own architecture firm?

Have any of you used any 3D or 2D construction/architecture/room planning software that you could recommend?

You can get property tax and assessment info from the Montgomery County website if you haven't already.Also be sure to take Historical Architectural Review Board (HARB) zones into account in case your prospective properties require exterior improvements.
