Replacing a 3 tab shingle with a architectural shingle and ship lap wooden siding with more decorative and colorful fiber cement boards, I would think should be considered improvements.  

I went to school for Architecture, but currently work for a mechanical, electrical, and piping consulting engineer (so I work with architects all the time).

Expenses eligible to be included in the cost of rehabilitation are materials, labor, contingency reserve, overhead and construction profit, up to six (6) months of mortgage payments, plus expenses related to the rehabilitation such as permits, fees, inspection fees by a qualified home inspector, licenses and consultant and/or architectural/engineering fees.

This will also include having the right architectural eyes on the project, making sure things are done in line with the rules to receive the credit.(4) Not specific to historic houses, but because of the changing area of the area, historic prices are all over the map.

Now that the architectural and structural engineering plans are complete, but before submitting to the city for permits and shelling out the permit costs, I wanted to get more precise bids so I could make a go/no-go decision. - HarmanP.S.
