Where I live, it is common for a LL (Section 8 or not) to provide at least a stove and fridge. 

i read that in my area 30% of home buyers buys new fridge even if they got a new one with the house.my idea is instead of buying new appliances to have in the house just to give a credit/gift card with X amount of dollars to the buyer to go and buy what ever he/she likes. opinions?

I found some appliance packages (dishwasher, fridge & freezer, microwave & 4 range stove w/ oven) that are about $1700 x 2 (Duplex) = $3400...

Outside of fetching some beer from the garage fridge, nobody uses it (we have a camera in there to monitor trash pick up and we never get notifications of anyone in the garage) 

Technically there is not a "standard policy", but rather upgrading the Firde Dwelling to policy to cover more, such as your Business Personal Property (like the fridge, lawn mower, etc).

In my experience, it is generally easier to just buy the fridge for the tenant.

You could add a small kitchenette (hot plate, sink, toaster oven, fridge) and rent the basement out or alternatively you could live in the basement and rent the upstairs.
