I will plan to improve the common areas, property fencing and siding. 3 of the 4 units have been turned in the past few years so there is not too much to do inside.

This is more common in highly leveraged deals. 

Based on a quick answer from Perplexity it seems like there would be no issue with you buying the home and collecting passive income, but you may not be allowed to manage it yourself since that is considered active work.

So, the common person may ask - well how is me funding the rehab myself any more risky for the lender/why would they want to limit leverage?

The property was impacted by hurricane Helene and there is no substantial damages letter issued (yet?)

Clearly, shes not happy and an unhappy tenant usually results in more issues down the road, and you can bet they'll be expensive issues.
