The property isn't inhabitable in its present condition and our plans were to fix it up.

I personally walk the homes we buy 30 minutes before closing, and if they're not empty of inhabitants the check doesn't leave my wallet.

The property has not been inhabited since it was purchased a few years ago.

In the DMV, at least from what I have seen, the properties under $200k need at least $50k to make it inhabitable.  

They are going to have trouble proving the house was inhabitable without hotel receipts or some other proof the temperature was dangerously low.

I have moved around quite a bit since being a civilian but thanks to my wife putting her foot down I have finally found a home in central Wisconsin.I used to own and operate a pest control/wildlife removal business that I sold in 2014.  

I own a condo inhabited by four unrelated individuals, which is legal in Raleigh, NC.

She had a clogged toilet 3 times in 3 months and I had a plumber go out and fix it each time the next day, and the plumber told me that it was because of excess toilet paper and wipes and this last time she clogged it, I mentioned to her that we were going to replace her toilet but in the time being to not throw anything in the toilet, so she complained that her unit was inhabitable and she had to go stay at a hotel, which I told her that the toilet got fixed and there was nothing wrong with her unit.

The properties are in an area in NJ that is not the greatest, but it is a heavy renter area, where many of the houses are inhabited by renters.

I wonder how owner-occupied would work since I still deploy for most of the year as a civilian.
