@Ekamjot Singh the concept of which you are speaking to is the BRRRR method but commercial properties work a little differently than residential properties (and the BRRRR is more of a residential strategy). 

@Ekamjot Singh, LTV is loan to value. $700,000 loan on a $1,000,000 building would be a 70% LTV.
