Yet some tenant may not want to do it out front for all to see (even though legal on private property here) due to past stigma, privacy, etc....Maybe suggesting the backyard, some semi-concealed area with a bush,nor putting up a cheap screen , like lattice, etc, may help...

Brenda, one more thing: they do have the right and the house should be equipped with privacy locks to keep you out if they are home, but they should be disengaged when the house is vacant.
