I'm wondering if its been reduced because the ground in contaminated. cleanup is very very expensive, unless you have insurance to cover it. when we were in the business there was concerns from spillage on the ground eventually soaking into the soil, that was a new area the e.p.a. was looking into. also just because a station passes its tank tests, you can still have contaminated soil, from a delivery driver "missing the hole" etc.
