When i asked the tenant about the failure to notify they said they didn't know since their lease was ending, so they just assumed they can move out.Bad credit due to identity stolen and some obvious money miss management.Contacted the employer and indicated he's been employed at the current job for over 5yrs and has 5.2x times the rent.

It's different for different types of things, but for insurance the premium through a broker is (should...) be identical to what you'd pay if you called that carrier directly.
