I would not buy it unless there is a stipulation that the current tenant has vacated.

I understand there are FHA and 203k loans out there I've just been weary on alot of the stipulations even though they offer such a advantageous low down payment.

The articles I’ve read stipulated greater than 25% DP for these non-primes.

I think @Paulette Midgette read that wrong.There are extra stipulations to be aware of when accepting Section 8.

The VA loan also seems to have extra stipulations regarding when we are allowed to refinance.

HOWEVER, and this is a big however, his AGENT, has an executed copy, and legally that's the same as the tenant having an executed copy.Simply deny the requests (after all he signed without those conditions being stipulated), and hope he decides to walk away.
