So i was wondering if there was a device but fans and portable heater is a way to go.

It was actually a portable generator and the electrical panel had a generator bypass panel.

I suppose we could hook up a portable generator to the panel to test wiring, but does anyone have any experience with this kind of situation and suggestions? 

Most recently I have been using Zillow since it is cheaper for the tenants and the application is "portable" for 30 days.

They can go and buy portable hot plates.

I have Googled a little and found that there is a thing called "portability", where a tenant with a voucher from one housing authority can apply to have it transferred to another housing authority, if the tenant wants to move to the other housing authority's service area. 

I know from experience that my portable charger (what they are likely using) will not function if the outlet is not grounded. 

If you are in a very moderate climate like the west coast you see them all day,  but here in Ohio, I see very few and the ones that I do see people complain that they don't work and have to use portable space heaters.
