Can all my hours spent combing the MLS, researching, driving neighborhoods and networking be considered towards the time requirements the IRS requires.   

I do not know if you are doing the work yourself, but make sure you go over everything with a fine tooth comb so you can see what the cost will be to fix it and make it livable.Then do your profit and ROI.
