there are some MF that located at the border ow war zones, if crime move away from that border you might expect more equity + cash flow, if not than it's still that D area.

Their cost of living is so much less.For example, we have a rock star VA/Lead Manager just across the border that went to a private high school here in San Diego that we pay $8.50/hr which is the equivalent of $25/hr here.And for the jobs that require more local support like Acquisitions Managers, we hire Americans.

Jacksonville to me is 4 major border counties, and they are all have pockets of deals and good property managers.  

Amazon borders 32221 on the 32210 side. 32210 is largely old and saturated, New growth , construction, apartments,  housing is coming to 32221 , No Doubt! 

I did get lost in an area of town that showed lots of crime online (through one of those crime star websites) bordering the mid-westside and New Town and didn't feel like i was in danger.

I have been looking in central and southeastern Oregon and Colorado, as well as as the Nevada/Utah border.
