Clean it very well first with TSP, otherwise the oils will soak through the paint or even release whatever you put on it from the paneling.  

That tends to soak in more paint that if you had typical "siding".

My goal was to spend 4 days in the area, drive the neighborhoods, meet with boots on the ground and soak up as much information as I could while in town.

OdorXit is great for carpets and other things that the smell has soaked into- maybe apply it to the stairs now that the carpet is gone.
