There are some solid pockets in the outer rim of the county where the complexes are more buyable based on price point, transportation proximity and make up of the complex (Amenities, etc) This also is based on what you can qualify to purchase.

Therefore, I try to focus more on the property.Since I am focused more on buy and hold, I look for areas that are undergoing improvments, close to public transportation, fairly clean, boarded up houses.I would suggest going to a REI club meeting or go to a seminar held by your local housing authority.

it's normal for everyone to want more money as they go. if your pay limit is $40, dont start them at $38 cause you will hit that limit soon.if you hire someone at $12, they wont have the skiils/tools/transportation to do a good job. u have to find the sweet spot and you will by trial and error.
