If she changed the locks you would just call the police to come bust the door, you can't do that and the landlord has the right to enter as long as proper notice is given

I hope the police finds this person and is able to collect all the past dues or the govt can provide the landlord with some assistance for all these damages. 

Hopefully she can get a restraining order, so if they show up for a third time, the police can toss them in jail.
